Euro setup is unsustainable, ECB chief warns

FRANKFURT, Germany (AP) ? The setup of the 17-country euro currency union is unsustainable, the head of the European Central Bank has told EU leaders, warning they must quickly come up with a broad vision for the future to get the bloc through the current financial crisis.

Mario Draghi said Thursday that the crisis had exposed the inadequacy of the financial and economic framework set up for the euro monetary union launched in 1999.

"That configuration that we had with us by and large for ten years which was considered sustainable, I should add, in a perhaps myopic way, has been shown to be unsustainable unless further steps are taken," he said in response to questions in the European Parliament.

Draghi said the central bank had done what it could to fight the 2 ?-year-old debt crisis by reducing interest rates and giving ?1 trillion ($1.2 trillion) in emergency loans to banks. But it was now up to governments to chart a course ahead by reducing deficits, carrying out sweeping reforms to spur growth and by strengthening the euro's basic institutions. The ECB cannot "fill the vacuum of the lack of action by national governments" in those areas.

He said the next step "is for our leaders to clarify what is the vision ... what is the euro going to look like a certain number of years from now. The sooner this has been specified, the better it is."

In 1989, for example, European Commission President Jacques Delors presented a landmark report that charted the initial path to the creation and launch of the euro a decade later and laid out the goals to be achieved. "The same thing should be done now," Draghi said.

He likened Europe's current struggles to those of a person crossing a river in thick fog while struggling against a strong current.

"He or she continues fighting but does not see the other side because it is foggy. What we are asking is, to dispel this fog," he said.

The euro was set up as a single currency with one central bank, the ECB, to issue the currency and set interest rates. But the different national governments continued to independently determine their budgets and manage their widely different economies. The currency union was unable to prevent some countries from running up unsustainable debt burdens as their economies lagged behind with excessive business costs and economic imbalances such as trade deficits.

European officials have worked to strengthen rules against piling up debt and to tighten surveillance over countries' budgets and economies. More wide-ranging measures ? such as a common finance ministry or shared borrowing through so-called Eurobonds ? have not found agreement.

Draghi said one first step would be to impose tighter central control over banks through a banking regulator that could force banks to restructure and take over the burden of bailing them out. The European Commission announced plans for such a "banking union" on Thursday.

Banks have been a key part of the government debt crisis. Bank bailouts are a further burden on financially shaky governments, and weak government finances in turn hurt the banks that hold those governments' bonds.

Currently, most powers to regulate banks have been left with national authorities, who have been seen as protective of their domestic financial services industries. The EU's existing regional regulator, the European Banking Authority, has limited powers.

Draghi said bailouts for Bankia in Spain, and before that Dexia in Belgium, show that national regulators are reluctant to admit the extent of troubles at home. That only has the effect of raising the end costs of rescuing the banks and undermining trust and transparency, he said.

"What Dexia shows ? and Bankia shows as well ? is that whenever we are confronted with the dramatic need to recapitalize, if you look back, the reaction of the national supervisors... is to underestimate the problem, then come out with a first assessment, a second, a third, fourth. "

"That is the worst possible way of doing things, because everybody ends up doing the right thing but at the highest possible cost and price," Draghi said in testimony in the European Parliament in Brussels.

Spain said last Friday it would need to put ?19 billion ($23.63 billion) into Bankia to rescue it from losses on real estate loans. The company made a successful stock market flotation only last year but has since had to restate earnings and has been taken over by the government. Dexia was bailed out in October by France, Belgium Luxembourg. It was the second time the bank has needed help, as it was bailed out for ?6.4 billion in 2008.

US tuna show Fukushima pollution

Pacific Bluefin tuna caught off the coast of California have been found to have radioactive contamination from last year's Fukushima nuclear accident.

The fish would have picked up the pollution while swimming in Japanese waters, before then moving to the far side of the ocean.

Scientists stress that the fish are still perfectly safe to eat.

However, the case does illustrate how migratory species can carry pollution over vast distances, they say.

"It's a lesson to us in how interconnected eco-regions can be, even when they may be separated by thousands of miles," Nicholas Fisher, a professor of marine sciences at Stony Brook University, New York, told BBC News.

Fisher and colleagues report their study in the journal Proceedings of the National Academy of Sciences.

They examined the muscle tissues of 15 Bluefin tuna (Thunnus orientalis) taken from waters off San Diego in August 2011, just a few months after the accident at the Fukushima Daiichi nuclear plant.

These were animals whose parents would have spawned in Japanese waters and spent one to two years locally before heading to feeding grounds in the eastern Pacific.

Professor Nicholas Fisher was 'stunned' to find the radioactive signal in bluefin tuna.

All the fish examined in the study showed elevated levels of radioactive caesium - the isotopes 134 and 137.

Caesium-137 is present in seawater anyway as a result of the fallout from atomic weapons testing, but the short, two-year half-life of caesium-134 means the contamination can be tied directly to Fukushima. There is no other explanation for the isotope's presence.

The measured concentrations were about 10 times the total caesium radioactivity seen in tuna specimens taken from before the accident.

As a control, the team also examined Yellowfin tuna, which are largely residential in the eastern Pacific.

These animals showed no difference in their pre- or post-Fukushima concentrations.

The research is likely to get attention because Bluefin tuna is an iconic species and a highly valuable fishery - thousands of tonnes are landed annually.

But consumers should have no health concerns about eating California-caught tuna from last year, the team says.

The levels of radioactivity are well within permitted limits, and below those from other radioisotopes that occur naturally in the environment, such as potassium-40.

"The potassium was about 30 times higher than the combined radio-caesium levels. If you calculate how much additional radioactivity there is in the Pacific Bluefin tuna caught in California relative to the natural background - it's about 3%," said Prof Fisher.

The scientists even calculated how much radioactivity might have been present in the fish before they swam across the Pacific (it would have fallen over time) and figured it could have been 50% above background levels; but, again, this would still have met the legal requirements for safe consumption.

Tuna caught in the coming months will be subjected to new tests. These animals would have spent much longer in Japanese waters and so conceivably could have a very different pollution load.

The team also believes the investigation should be extended to other migratory species that frequent Japanese waters.

Fukushima pollution is potentially a very useful tool to trace the origin and timing of animal movements.

Because of their very predictable decay rates, the caesium isotopes and their ratio to each other can be used like a clock to work out when a particular migration took place.

"There's been a lot of really nice electronic tagging work, but any tag you put on a fish shows you what that animal will do from this point forward. What it can't tell you is about the past, and that's what these tracers can do," explained the study's lead author Dan Madigan from Stanford University.

"The logical next step is to look at other species that do what the Bluefin do? migrate from Japan.

"Right now, we have the sampling in place to look at sea turtles, sharks, other fish, potentially whales, and some seabird species as well. This will give us information about the transport [of the contamination] by the animals and it will tell us about the migratory patterns of the animals," he told BBC News.

JERUSALEM (AP) ? Vandals badly damaged a rare 1,600-year-old mosaic in the northern Israeli city of Tiberias that formed the floor of an ancient synagogue, smashing parts to rubble and scrawling graffiti, antiquity officials said Tuesday.

Experts suspect extremist Jews who object, sometimes violently, to excavations they claim involve ancient grave sites. There was no claim of responsibility. Police are investigating.

Guards found the damage on Tuesday morning, said archeologists involved in the site.

The mosaic, dating 400 years after the birth of Jesus, was one of the best preserved and beautiful of its period, according to archaeologists.

It featured illustrated zodiac signs and the traditional symbolism of a fourth-century synagogue: ritual candelabras and palm fronds. The synagogue's ruins, including its ancient mosaic floor, were in a fenced-off area of a national park in Tiberias, next to the Sea of Galilee.

It listed the names of the synagogue's chief patrons in ancient Hebrew, Latin and Greek.

Israel Antiquities Authority deputy director Uzi Dahari said a fringe group of ultra-Orthodox Jews were suspected of causing the damage, much of it irreversible. Dahari said the graffiti scrawled across parts of the archaeological site and previous threats against the Antiquities Authority suggested they were the perpetrators.

Photographs issued by the Antiquities Authority showed parts of the mosaic floor reduced to gray chunks of rubble. Other photographs showed blue spray paint scrawled over the mosaic, covering ancient Hebrew and Greek letters spelled out in blue, red and beige tiles. Graffiti was also scrawled along rock walls beside the mosaic. Perpetrators also punched a hole in the mosaic between two candelabras.

"On every grave, a site," one neatly written Hebrew slogan said.

Dahari and other archaeologists said it referred to constant accusations by a tiny Jewish hard-line group that the Antiquities Authority was digging up Jewish graves. Disturbing Jewish graves is a deeply offensive act for devout Jews.

Archeologists said they have found similar graffiti on other sites. The Hebrew word for "site" is also shorthand for an archaeological site, as in English.

An archaeologist who frequently works in the Galilee area, Gilad Kinamon, said ultra-Orthodox Jews frequently turned up to his sites to demonstrate against his work.

"It was the best of Jewish art of its time, of the late Roman and early Byzantine period," said Dahari. They ... destroyed what was in front of them without thinking," he said.

(AP) ? A wildfire in Michigan's Upper Peninsula grew by 17 percent to more than 21,000 acres Saturday as officials warned of tough conditions and welcomed help from water-dumping aircraft from the Michigan National Guard.

Wind gusts were predicted at 15 mph and high temperatures were in the 60s in a dry, remote part of the state where access has been tricky because there are few roads. Tahquamenon Falls State Park, a popular destination for campers seven miles from the fire, was closed.

The fire, known as the Duck Lake Fire, was 20 percent contained in Luce County, about 75 miles northeast of the Mackinac Bridge, the Michigan Department of Natural Resources said. The fire was described as long and narrow, stretching 11 miles north to Lake Superior.

Fewer than 100 people have been evacuated, said Dean Wilson, a spokesman for the fire management team.

More than 40 structures have been threatened and at least six are lost. It's not clear whether they were homes or outbuildings. Wilson said he didn't have an update Saturday.

"Structure protection is high priority and is being closely monitored from the air. ... Potential for blow-up conditions" continues, the Department of Natural Resources said in a statement.

The Rainbow Lodge, which includes a campground, motel and cabins near Lake Superior, was closed. A recorded message by co-owner Kathy Robinson said she had been evacuated and that the property may have been damaged by fire.

"I'm sorry," she said.

Some people more than 100 miles away in the northern Lower Peninsula reported smelling smoke. The Michigan National Guard dispatched four aircraft and 40 people to the Duck Lake fire and another in Schoolcraft County.

"The Blackhawks typically hoist 900-gallon buckets to unload water on fires. This method has proven very successful in wildfires in other regions," said a spokesman, Capt. Aaron Jenkins.

Wilson said curious people on all-terrain vehicles must stay away.

"It's not a big problem but it does exist. If the wind picks up, the ignition of dry fuel is almost instantaneous," he said.

Ave Maria drops student health insurance over HHS mandate

In a May 21 statement, university president Jim Towey called the mandate ?an affront to our core values.?

?Ave Maria University will not offer or pay for health insurance plans that violate our deeply-held religious beliefs,? he said.

The announcement comes amid continued controversy over a federal insurance mandate that will require employers and colleges to offer health care plans that cover contraception, sterilization and abortion-causing drugs, even if doing so violates their religious beliefs.

The mandate has been widely criticized for the threat that it poses to religious freedom. Catholic schools, hospitals and charitable agencies have warned that they will be forced to consider closing their doors rather than comply with the mandate and act against the beliefs.

In choosing to cut its student health insurance plan, Ave Maria is following in the footsteps of Franciscan University of Steubenville, which also recently announced that it would be dropping its student policy to avoid participating in a plan that violated Catholic teaching.

Towey said it was ?regrettable? that the ?long-standing tradition? of protecting religious freedom was being fiercely attacked and that college students at religious institutions would be among the ?first victims.?

He explained that since its founding, Ave Maria University has offered its students an inexpensive health insurance policy, which specifically excludes coverage of products and procedures that violate Church teaching.

However, that changed when the university was recently notified by its insurance carrier that coverage of these objectionable ?preventive care services? would soon be required despite the school?s religious opposition to them.

In addition, the insurance carrier said that university students would face both a 66 percent increase in their premiums and an increase in their deductible as a result of requirements under the Affordable Care Act.

?It is a sad day when Ave Maria?s students are forced to choose between enrolling in a health insurance plan that is both costly and offers morally objectionable benefits, and having no coverage at all,? said Towey.

Ave Maria filed a lawsuit seeking relief from the mandate in February. Towey said he is confident in the favorable outcome of the suit and applauded the other Catholic groups that have joined in the effort of ?taking this battle to the courts.?

On May 21, a wave of new lawsuits against the mandate was announced. Forty-three Catholic dioceses and organizations across the country are filing lawsuits in 12 different jurisdictions.

Bishops from dioceses across the country have warned that the contraception mandate could threaten the valuable contribution offered by Catholic education, health care and social services in the U.S.?

Towey also addressed this point, explaining that Ave Maria University offers scholarships and strives to make its education as affordable as possible for students.

?At a time when the issue of the affordability of college education is at the forefront of the public debate, the Federal government?s mandate is hurting the cause, not helping,? he said.
