California official chastises SIFMA for eminent domain "threats"

(Reuters) - California Lieutenant Governor Gavin Newsom on Friday warned influential investor group Securities Industry and Financial Markets Association to "cease making threats to the local officials of San Bernardino County" over a plan to use eminent domain to seize underwater mortgages from private investors.

San Bernardino County, located east of Los Angeles, and some of its towns have set up a joint authority that would use the power of eminent domain to forcibly purchase distressed mortgages. Rather than evict homeowners through foreclosure, the public-private entity would offer residents fresh mortgages with reduced debts.

Newsom said governments that choose to employ eminent domain could be subject to a form of boycotting from mortgage investors, who would stop lending in communities that might use this power.

The Securities Industry and Financial Markets Association, known as SIFMA, and other investment trade groups have warned that the proposed use of eminent domain could scare away future mortgage financing.

"We cannot let another day go by while families are forced from their homes. We must think big and help our local governments develop solutions - because the industry and federal government have not," Newsom said in a statement first released to Reuters.

"This may be an aggressive idea, but communities such as San Bernardino, Chicago and others have no choice in these desperate times," said Newsom, a Democrat who was previously mayor of San Francisco. "We cannot allow Wall Street, who exploited the housing market for financial gain, to kill an idea before it is given a fair hearing."

On Wednesday, Chicago became the latest government -following San Bernardino County and Berkeley, California - to pass a resolution to hold hearings on whether to use eminent domain.

The novel plan to use eminent domain, developed by San Francisco-based Mortgage Resolution Partners, has raised the hackles of many on Wall Street, especially investors in mortgage-backed securities and the real estate business.

Traditionally, eminent domain is used by governments to seize properties to build highways and other public projects.

"We're simply laying out the facts so that the county is fully informed of the impacts of the proposed actions," Kenneth E. Bentsen, Jr., executive vice president for public policy and advocacy at SIFMA, said in a statement in response to Newsom. "We believe that this inappropriate and unconstitutional use of eminent domain would result in an unfair takings from every-day investors and pensioners and be immensely destructive to the U.S. mortgage markets.

Tom Deutsche, executive director of American Securitization Forum, commenting before Newsom issued his statement, said the issue would end up in litigation if any county or municipality tried to seize mortgages through eminent domain.

Litigation could set off a long court battle to determine the legality of seizing mortgages as opposed to the physical homes.

Newsom said in a phone interview that he plans to reach out to SIFMA and the mortgage investors it represents for a meeting in the near future.

Bugs push county radios back to analog -- WCLO

JANESVILLE ? Most Rock County emergency and law enforcement agencies have taken a technological step backward while experts try to work out the bugs in the county's new digital radio communications system.

All the police departments in the county except Beloit this week went back to using analog radios to communicate with 911 dispatchers at the Rock County Communications Center. The change was a response to problems the agencies had with cut-off communications on new digital radios.

General Communications, the vendor that installed the county's digital system, is searching for the cause of the dropped communications, said Kathy Sukus, interim director of the Rock County Communications Center. Among other things, they are checking the software installed in portable radios, she said.

No timeline has been set to finish troubleshooting, Sukus said.

Things seemed to go well in late June when the county made the switch to digital. Then police departments including Janesville and Edgerton reported having some dropped calls, she said. On Sunday when the county's server that supports the digital system froze up, officials decided to call a countywide meeting and talk about how things were working, Sukus said.

When Janesville police on Tuesday requested to switch back to analog, other departments started speaking up about problems, Sukus said. As a group, the county's smaller police departments along with the Rock County Sheriff's Office decided to switch back, as well.

Fire and emergency medical departments will continue to use the digital radios on their main channel, but they are using analog radios on secondary channels, Sukus said. The county went digital in late June as a way to prepare for a federal mandate requiring most radio communications convert to narrow band by the first of the year. The six-month window was intended to give the county wiggle-room in case of problems.

"We knew this is a complex system and there could be problems," Sukus said.

It is possible the county could keep using analog radios, but that could shorten communication ranges for most departments once the switch is made to narrow band, she said.

AdWatch: Simplistic ad assails economic stimulus

WASHINGTON (AP) ? TITLE: "Again"

LENGTH: 30 seconds.

AIRING: On NBC during the Olympics, national cable and in North Carolina, Ohio, Wisconsin, Colorado, Iowa, New Hampshire, Nevada and Virginia.

KEY IMAGES: "President Obama's first term economic plan: an $800 billion stimulus," says a male narrator as a shot of Obama at his desk fills the screen, followed by a clip of Obama saying, "To create three to four million jobs."

A series of images of sad-looking people follows: a man on a train, a woman and a worker holding his head in his hands with his hard hat on a table. A shot of a hand-lettered sign reading "We Still Don't Know Where All The Money Went" underscores the ad's gloomy tone.

"While Americans waited for help, billions were spent in foreign countries," the narrator says. "Millions went to political insiders. Millions more unaccounted for. Now your money is gone, and so are nearly 500,000 jobs. His second-term economic plan? Do it again."

ANALYSIS: The attack ad, from the Republican National Committee, presents a simplistic picture of the stimulus and ignores its positive impact on the economy, including jobs.

Obama's stimulus, enacted in February 2009, created both public-sector and private-sector jobs, even if not as many as its sponsors had hoped.

The director of the nonpartisan Congressional Budget Office, Douglas Elmendorf, has estimated that the stimulus saved or created more than 3 million jobs. Princeton economist Alan Blinder and Mark Zandi, chief economist at Moody's Analytics, have estimated that the stimulus, together with the bank bailout started by President George W. Bush and continued by Obama, saved or created more than 10 million jobs.

Part of the stimulus was directed toward retaining teachers and other public workers. But the package included plenty of construction and other "shovel-ready" projects with private workers, not public employees, wielding the shovels.

Economists debate whether the stimulus lived up to its promise or was worth the cost, but no one seriously argues that it created no jobs. Many believe it helped to end the recession even while falling short of its employment goals.

The RNC ad also reiterates a charge made earlier this year by conservatives that money from the stimulus went to overseas green-energy companies. They alleged that Obama's stimulus helped foreign companies that moved jobs overseas, including some that make wind turbines or electric cars. Independent analysts have said that while some foreign-based companies received loans or tax credits under the stimulus law, the companies have U.S. subsidiaries that benefited from federal aid.

The ad is airing as many Americans start tuning into the Olympics. Meanwhile, Obama is airing an upbeat ad for the opening of the Olympics that touts how he wants to grow the economy from the middle out and fight for the middle class.

The economy is the biggest issue for voters and a weak spot for Obama's re-election. He's on the defensive over recent lackluster jobs reports.

Republican Mitt Romney's campaign wants to make Obama's handling of the economy the driving issue, while the Obama camp has focused much of its energy on assailing Romney's business background as a venture capitalist.

Obama wants to undercut the former Massachusetts governor's argument that his business background makes him more qualified than the president to boost the sagging economy. Obama says that under his leadership, the country is fighting its way back from the worst economic crisis since the Great Depression.

The internet has grown to a level most people never imagined and Ecommerce is increasingly becoming a more predominant way to shop. From services, to everyday goods, sites like amazon and walmart have used the internet to revolitionize the shopping experience, but how can you, as a lone man or woman, get a piece of that pie?

The answer isn?t necessarily a simple one. Making money online isn?t as hard as you think, but choosing a business model for your new small business is. The internet is full of wonderful ideas and entrepeneurs who are trying new and exciting things every day. Let?s cover some of the basic and most successful business models currently in use on the internet.

Affiliate Marketing

Affiliate Marketing is one of the most consistently successful online revenue models in existance. Affiliate marketing allows you to sell other peoples products without ever owning any physical goods. These companies will pay you a percentage of their revenue in exchange for bringing them paying traffic to their site.

There are hundreds of thousands of companies on the internet who offer affiliate programs and most are free to join. Amazon has one of the largest affiliate programs in the world. You can earn anywhere from 4% all the way up to 10% for any sales you refer to amazon (percentage is determined by sales volume).

Affiliate marketing only requires you to have a website and traffic to that site. Then you simply post information and your affiliate link and try to help people find the right prodcuts to suit their needs. It is one of the most enjoyable and successful business models in my opinion.

Information Product Creation

Many online business revolve around creating informational products or training. These are the sites that you see selling ebooks for various categories, such as dog training, learning spanish, or curing acne. The product creation cycle can be somewhat intensive and requires a large initial capital and knowledge of your specific category. There are however smaller, less expensive ways to get started in this area if you are able to write compelling content yourself.

A typical information product needs to be around 50+ pages and can be sold through a website. You can even set up your own affiliate program for through companies like clickbank. Product creation is a more advanced online business model and I wouldn?t recommend it for those who are just starting out. It is however, something that I would suggest you strive to do in the future as it can be very lucrative in the right markets.

Adsense Revenue

Adsense is a form of online ad system that was designed by Google. It places targeted ads on your website which people bid for through Google?s own Adwords system. When someone clicks an ad that Google has placed on your website, you receive a portion of the revenue that they earn for that click.

While adsense doesn?t necesarily equate to a full on business model in most people?s minds, there are those who are currently making upwards of 0,000 a year simply off of their adsense accounts. While it may not be as well respected as a business model, it cannot be denied that when done correctly, it is very effective.

Conclusion

There are many different forms of online business. While not all models will work for everyone, it is important to find one that you will enjoy. If you prefer writing, then product creation might be best for you. If you like networking, you might want to get involved in building websites and trying to rank them in the search engines. The possibilities are endless.

Russia: Syria says chemical arsenal safeguarded: agency

MOSCOW (Reuters) - Moscow has received "firm assurances" from Damascus that its Syrian chemical arsenal is "fully safeguarded", Russian Deputy Foreign Minister Gennady Gatilov told the state-owned Itar-Tass news agency.

"We have received firm assurances from Damascus that the security of this arsenal is fully safeguarded," Gatilov told the agency in an interview published on Wednesday.

Syrian Foreign Ministry spokesman Jihad Makdissi acknowledged on Monday that the country had chemical weapons, and Western countries and Israel have expressed fears chemical weapons could fall into the hands of militant groups as Assad's authority erodes.

So I bought some soy protein, because my mother's been buying less meat, and soy protein was on sale for a ridiculously cheap price at a closeout store I shop at, buy one get one free for 1.25lbs, so 2.5lbs per $5. So I was using it like...100g of it a day or so? Today I had one in the morning, felt terrible, then had a few glasses or regular whole milk without protein and felt awesome. So I'm assuming me and soy do not get along, probably due to the phyto-estrogens. Oh well, still got 1.6ish lbs left, but yeah, not gonna touch soy stuff for a while. But yeah, it was just the worst horrible "depression" ever, wow. I'll see how it is tomorrow without it, but yeah, seems like no more soy for me. _________________ But it was all right, everything was all right, the struggle was finished. i am currently loving all the unexpected gifts i am blessed with. i know this has got to take me somewhere ? big. but? lately, i keep discovering all these wonders inside that lay dormant for years and i feel like there is still so much in store for me. i also feel that the realisation of my dreams is really near. how to go about it, i don?t know? i just ride with the tide, i don?t drive. sometimes, it can be frustrating but nevertheless, surprisingly calm. even if the external aspect of my life isn?t as peaceful as it should be? [ i could totally say --- true test of peace...]

i am a multitasker. and if there is one thing i like? it is mixing and fixing everything altogether in one. so? i made a list of my ?gifts? and the not so wanted character. i like the production part better? it is actually the managing slash routine that is dreadful to me.

for the book ? i know that is where i am heading? only i am still not getting the right signal for that. in my heart, that is where i am truly headed. for my ego, i wish to make a big bang explosion when i am launching it? that is my soul. and that is me NAKED in front of everyone. until such time. the timing isn?t ripe yet. it is meant to help others with self improvement, empowerment,?.. too much info. :?)

for the dried flowers: i have learned patience, ? and the theme of my life: finding beauty in all that is not. so that is also part of me. i like the ?vintage-y? feel around. i like all things classic, romantic, ?.makes me remember all that i wish to be in..

posters: that is left brain and right brain with my self improvement student and frustrating friend i wish to rise above all the experiences she went through? which is the same as mine. but have not gotten around to it. oh but how she makes me ?human? sometimes?. its just a matter of time, and we will combine our ?charm? to make something really out of this world in our own little world ?.

photography: i bought a camera to source out my ?window? when i was with my husband. -believe you me, i couldn?t write a decent poem until our beloved pet died. and since i didn?t know i could MAKE pictures then, i decided to take them. probably also because i would rather take pictures because i am supposed to be lighter by a 100lbs. and how i used to love my pictures taken when i was 100lbs lighter? [yeah...vanity is my favorite sin] ? but to justify that -? i used to love myself from OUTSIDE IN.

doodles/drawing: this is actually the best thing to ever happen to me? for now. because never in my wildest dream i could draw! i am so ecstatic. i used to visualize my book when i was little that the pictures were hand-drawn. but instead opted for photographs since its too impossible for me to have to draw it. nevertheless, wow?. it is all coming together now.

cooking: i do small orders from friends and yes, i too can cook. anything!
? except pastries?. too much rules for me. and i can?t break it. and it has to be timed at a certain degree? oh ? i can?t do it. NOT YET i suppose.

so basically, i need extra help in prayers for discerning what it really is. this is what is mind boggling. i know my purpose. i know the end of it all. it is just basically to be able to give hope to non believers of true love.. and each one of us? we start within ourselves. and when we have learn to love ourselves, we can sit quietly with ourselves? we love our own company?. and when we can finally sit quietly alone, then true love can peacefully be with us. [lets face it, if we can't be alone with ourselves, if we dislike our own company.... what makes us think others can too?]
it is just a matter of time. i am blessed with deep knowing and clear seeing (even if at times i challenge it, it smacks me right in front of my face? oh, that is probably why we both kept saying let us work on ourselves. ] ohhh!!! NOW?. [another aha moment!]

its a labyrinthine life i am living and i cannot wait to be in the center. with HIM and him.

Qantas just upped the ante for its Australian nemeses Jetstar and Virgin in the airline tablet wars. Following an earlier trial, the transporter plans to hand out free iPads to all of its passengers -- not just the high-flyers in business-class, like with Jetstar's iPads or Virgin's Galaxy Tabs -- on every Boeing 767 aircraft in the fleet. The rollout, which starts in the last quarter of the year, will let those bored in the back seats watch an equally free 200 hours' worth of QStreaming audio and video. Don't confuse the gesture with a sudden bout of altruism on Qantas' part, however. The pound-and-a-half weight of a current iPad sheds the tremendous amount of weight that would normally be needed for a conventional in-flight entertainment system built into the headrest, which on a typical 375-seat 767 could see the iPads pay for themselves within years, if not sooner. The option will give many Aussies something to look forward to for their domestic summer vacations. Globalization is becoming increasingly prominent in almost every type of industry, but the upsurge in the IT industry is phenomenal. Firms want to benefit from economies of scale, improve the level of efficiency and gain access to the wider labour market. IT outsourcing is now a highly publicized concept and most industries are now moving in the direction of offshore outsourcing. Due to the ever growing importance of outsourcing we must focus on some of the factors influencing outsourcing relationships such as trust, flexibility, communication and cultural issues. This article is centered on cross-cultural issues in IT/IS outsourcing relationships.

Every country is unique with its own traditional lifestyle and culture and for globalization to succeed it is extremely important to understand how to tackle cross cultural issues in order to promote a better understanding and working relationships. Companies that outsource face increased coordination costs and it is extremely important that the cross-cultural challenges are fully understood for their projects to succeed. One of the researchers in this research paper highlighted the importance of handling cross-cultural factors by saying that it can make or break an offshore project. Companies use bridgehead teams to work in client countries for monitoring outsourced business processes and take important managerial decisions. They face many challenges not only relating to different styles of working but cultural issues such as attitude toward authority, social behaviour and language barriers.

One of the widely recognized studies in this area has been done by a Dutch researcher Geert Hofstede. He describes culture as a collective programming of mind which distinguishes the members from one group or category of people from another. The social environment influences the individuals self-concept and their attitude to risk and uncertain situations. People brought up in different societies have different attitudes when dealing with superiors. This has been referred as Power Distance. In high power distance societies, sub-ordinates accept all the decisions made by the superiors and are generally afraid to disagree. In low power distance societies sub-ordinates prefer to be consulted in the decision making. Some researcher measures power distance in terms of social inequality. Societies form a certain hierarchical structure based on wealth, intelligence, social status and others. In such societies there is a high power distance and where people are treated equal irrespective of status and power, there is a low power distance. India has a high Power Distance.

Individualism/collectivism shows how an individual perceives himself in culture, either as an individual entity or as a tightly knit group. In individualistic culture individuals are expected to take care of themselves, whereas in collectivist culture individuals owe allegiance to their group in which they belong. In a highly individualistic country employees prefer to work independently. They desire well-defined objectives and give priority to their personal goals and rights and prefer to work on a contract guide. Superiors, in such cases must use outcome controls to monitor the performance of workers. In collectivist countries employees have more interpersonal relations and prefer to work in harmony with group members. Team members have a sense of duty and obligation towards their group members and give priority to social norms. Employees have a moral obligation to their employer and appreciate any training and learning opportunities. Managers, in such a situation use behavioural control to monitor progress. Indian culture shows a mix of Individualism and collectivism.

Another factor is the gender roles that exist in different cultures under masculinity/femininity. In a more masculine culture men are supposed to be strong and assertive that focused on material success whilst women have a gentle, caring side and focuses more on the quality of life. However in a more feminist culture both men and women possess similar qualities and are concerned with relationship and are both focused in improving the quality of life. The Indian culture has always been a pre-dominantly masculine culture. Uncertainty avoidance is where employees prefer to work under a set of strict rules, in other words they expect things to be more predictable. The uncertainty avoidance index indicates the tolerance a culture exhibits towards unfamiliar or ambiguous situations. However in weak uncertainty avoidance countries employees are averse to rule books and are adventurous with ideas and change. Hence managers can consider adopting informal modes of control instead of requiring employees to follow a set of procedures. India has a high uncertainty avoidance index.

Some researchers have also identified the English language skills as one of the major barriers in cross cultural relationships. India in comparison to China has the language advantage as Indians are more proficient in the English language than Chinese. The Chinese seem to be better in reading the English language than speaking or listening. E-mails will therefore be more effective than teleconferencing. However, the response from e-mails may be slow and activities that require an immediate response will be affected, especially when there are conflicts involved.

Drought worsens crop damage, raising world food, fuel worry

CHICAGO (Reuters) - Corn and soybeans in the U.S. Midwest baked in an unrelenting heat wave on Monday with fears rising of big crop losses that will boost food and fuel prices and cut exports and aid from the world's top shipper of the key crops.

The condition of the nation's corn and soybeans as of Sunday deteriorated even more than grain traders had feared, and the U.S. Agriculture Department cuts its weekly corn crop condition rating by the biggest amount in nearly a decade.

After weeks of growing drought some lucky farms have been doused by scattered thunderstorms in the past few days. But weather forecasters warned the heat and dryness would only intensify through the end of July and possibly beyond.

"We're moving from a crisis to a horror story," said Purdue University agronomist Tony Vyn. "I see an increasing number of fields that will produce zero grain."

The drought scorching the U.S. Midwest is the worst since 1956, the National Oceanic and Atmospheric Administration said in a report posted on its website on Monday. Drought is affecting 55 percent of the land mass in the lower 48 states.

The corn crop is in the greatest danger. Plants are trying to pollinate to let ears fill with kernels, a period when adequate moisture is vital for final yields. The United States ships more than half of all world exports of corn, which is made into dozens of products, from starch and ethanol to livestock feed.

The USDA on Monday rated the corn crop - which had once been estimated to total a record 14 billion bushels this year - at only 31 percent good-to-excellent, down 9 percentage points on last week.

The soybean crop rating was cut to 34 percent good-to-excellent, down 6 percentage points from the previous week.

Chicago Board of Trade corn for December delivery has soared 54 percent since mid-June, reaching a contract high of $7.78 on Monday and approaching its record price near $8.

Soybeans for November delivery soared to a new contract high of $15.97 before slipping back a few cents.

Crop watchers were alarmed that corn rated poor-to-very poor jumped to 38 percent, versus 30 percent last week and 11 percent a year ago.

"They're moving corn from good-and-excellent condition to poor-to-very poor in one week, which skips fair condition. What they're saying is it's a lot worse than they thought," said farmer Larry Winger, who farms along the Illinois-Indiana border 30 miles south of Purdue, commenting on the USDA report.

To make matters worse, Winger said, drought has created ripe conditions for spider mites, which suck the moisture out of soybeans and can slice yields in half. Japanese beetles and other pests were feeding on Midwest corn, which can also develop toxic fungal diseases in drought years, analysts said.

Both grains are exported around the world, raising concerns about global food shortages and inflation. The impact on American grocery and meat case prices may take time to be felt but will likely be seen in inflation in coming months.

DISASTER AREA

Last week, U.S. Agriculture Secretary Tom Vilsack designated more than 1,000 counties across the country as natural disaster areas due to the drought conditions, the largest single designation in the history of the USDA loan aid program.

In Nebraska, where most farmers irrigate their corn, flows in streams and rivers had dropped so much that the state on Monday asked 1,100 of Nebraska's 48,000 farmers and ranchers to stop pulling water from the waterways and use wells instead.

Iowa and Illinois produce a third of U.S. corn and soybeans. But prospects there have turned down sharply, raising fears losses will be the worst since 1988, the last major drought.

Prospects for the later-developing Midwest soybean crop were better than that for corn, though substantial rains were needed during the next three weeks to salvage Indiana's crop, Vyn said.

"The window for soybeans is closing," he said.

Soybeans usually go through their key growth period of flowering and pod-setting in August, a few weeks after corn in the Midwest. Soy is used in scores of products, from paints and feeds to edible oils and increasingly for soy-based diesel fuel.

"We need soaking rains now. We need 2 to 3 inches and that's not in the forecast," AgResource Co analyst Dan Basse said.

AccuWeather meteorologist Erik Pindrock said a seemingly immovable ridge of high pressure on Monday kept much of the central Corn Belt in a dome of heat, and he predicted the hot, dry weather would persist through July and possibly into August.

Monday's heat matched high temperature records for the date in many locations including Flint, Michigan, where it was 97 Fahrenheit (37 Celsius), and in Indianapolis, where it was 98 F, he said.

"We've seen Raleigh, North Carolina, tie its all-time record of 105 (F) degrees three times ... so this is definitely a country-wide heat wave," Pindrock said.

Terrell Owens has always loved him some him.

Now, as he tries to enlist another NFL team to share that affection, he?s enlisted some old friends.

Last night, Owens tweeted (and his agent Jordan Woy retweeted, to spread the message as far as possible) a link to a blog written by the mother of his youngest child called ?The Transformation of Terrell Owens.?

The blog, apparently written by a Los Angeles-based makeup artist named Samelia (she refers to herself by one name, all caps, maybe her first name?s Cosmo) vouches for the troubled wide receiver.

Eventually.

?By no stretch of the imagination have I been happy with Terrell?s past actions as it relates to my son,? she wrote. ?To see Terrell rise to the levels he did, yet not find it within himself to meet and develop a relationship with his son because of his so call ?resentment toward me? and other excuses, to me is somewhere between immature, ridiculous and inexcusable. But I did not ?put him on blast? in the media or go public with my story for a number of reasons. Primarily because . . . regardless of how I felt about his father?s actions, Terrell is still his father.?

She describes Owens as ?now trying to be a part of my son?s life.?

?We?ve all watched the rise and now the fall of my son?s father, Terrell Owens,? she wrote. ?But I believe with the new path Terrell is on he can and will rise again. I see him learning to abandon the arrogance, checking the ego at the door, and watching what comes out his mouth.

?This man wants to do right, work in a profession he has done so well in for years, and show the world he can be not only a great athlete, but also a parent and a man! It won?t be easy and there are huge obstacles in the way but I am confident he will overcome them and rise again.?

That Samelia would go out of her way to write such a heart-felt treatise speaks to his character. I guess. Unless she just wants him employed to sweeten the child support package.

But the clumsy attempts to revamp his image might also scare off any potential employers. At no point in his NFL career, at least after the first few episodes, has anyone really bought the ?I?ve changed,? narrative as it pertains to Owens.

You sign him, you know what you?re getting.

Now, by trying so hard to convince people he?s not same destructive influence as in the past, Owens comes off looking, frankly, pitiable.

And when you?ve sold swagger and invincibility for more than a decade, pathetic?s just not a good look.
